It all depends on the altitude and conditions, also the FAA rules regarding pilot assigned visual separation and duty of care/emergencies. In Oz we could only use pilot assigned visual separation at or below 10,000ft, even then we are to give the other aircraft (in this case the SR22) a traffic stat...

Tower controllers in those kinds of airspace rarely own any 'airspace' they purely own the runways. And at the end of the day the landing is at the discretion of the PIC regardless of controller input. RNP does not necessarily require GPS, however the ANP (Actual Navigation Performance) of the aircraft could blow out without GPS being available.
