That's sure the truth, especially the meaning of 'pilot-in-command'. The bottom line is, we still have no idea what caused the accident.
It is interesting how this caused a shift in the readers' comments from the earlier article. At the time of the incident, the (non-aviation-aware) consensus was: "Close the airport, it's dangerous and we don't need it anyway, and the power outage was really annoying", and now it's something like: "It's the pilot's fault, the tower controller told him it was too dangerous for takeoff", which is, of course, not what the controller said.
