Turbo Wing? Another strange plane

Happened upon this Cessna 337 at our local field, KRNM. It caught my eye because it had something hanging out aft of the wing on some long tubes. Turns out it has 4 little single cylinder engines turning 4 props parallel to the wing (2 on each side). A half circle fairing is on the trailing edge of the wing around each prop.

Looks like it has been sitting for a long time. The wooden props on the "wing" were in sad shape, as was the rest of the airframe. Flat tires, rotted rubber. A failed experiment? A search of the FAA registration shows it owned by "Turbo Wing International" of La Jolla, CA.

Has anyone seen or heard of this type of fan driven wing? Searching Google came up blank.
